EU network codes implementation

Many network codes have now been implemented. The industry is now seeing the benefits of Congestion Management Principles (CMP), Capacity Allocation Mechanism (CAM), Balancing and Interoperability codes. The Tariffs code is still in the process of being implemented into the Uniform Network Code (UNC). A successful implementation will require collaboration, cooperation, and transparency between all industry participants on a national level, along with cross-border dialogue and European coordination between Transmission System Operators (TSOs) and National Regulatory Authorities (NRAs). We have sought to build collaboration and cooperation in GB through the gas transmission charging review and are dedicated to providing greater information and transparency to the industry, which you can find here.

Our Implementation Strategy

Each EU code will contain requirements for translation into the GB system. It is for the TSOs  with close cooperation from customers and stakeholders, to develop what the logical grouping of implementation phases should be to achieve compliance. What remains now only applies to the Tariffs Code.

EU Tariff Code Consultation

A preliminary consultation was issued alongside the UNC Consultation for UNC0678/A/B/C/D/E/F/G/H/I/J. The consultation was issued in line with Article 26 of the EU Tariff Code and the Ofgem direction dated 10 April 2019 (https://www.ofgem.gov.uk/ofgem-publications/150486). This was not part of the UNC change process for UNC0678 or any of the alternatives.

The consultation closed on 08 May 2019.  

 

European consultations pre 2015

We are invited to respond to a number of consultations relating to the activities of a European Transmission System Operator (TSO). Below is a list of those consultations that are currently open or have recently closed along with our responses where one was made.

National Grid Consultations

National Grid and the other EU TSOs were required to implement the EU Capacity Allocation Mechanisms (CAM) Regulation by November 2015. One of the features of CAM is that cross-border capacity must be sold on a joint booking platform. The open letter set out our plans for meeting this obligation and we have welcomed all of the responses made.
